There is some delay in receiving passport back from NDVO my friends wife just arrived she got her passport in three weeks.

I am a December 2015 applicant and finally got my email for passport stamping and sent it today .Since I am in canada I have sent it to Ottawa processing. What are the next steps once it is stamped and timeline. Should i still cross the border since am already inside canada or should i have a visa to USA to cross before i receive a valid PR number .

There is a process called flagpolling which means u don't need to have a US Visa. You just go to the US Border and let them know that you are there for Canadian PR landing. Then u come back to Canadian side and do the landing. This is a very usual process and many people do it all the time. I also got PPR for my wife on Dec 22 and have sent passport to Ottawa VO as my wife is in Canada with me.

Congratulations!!!
You can send your passport to Canada from USA if you have enough time. For me I was in states when I applied for my visa and I when I received passport request I send my passport to Ottawa for stamping. I done it 2 years back. You need to take advise from senior members here. you can call to CIC and explain your situation and request for guidance

I need your valuable advise.
I attended spousal visa interview with my spouse in October 2016 in NewDelhi. at the end of the interview the interviewer has said that he has satisfied with answers and he is approving the application and mentioned that he will send re-medical request to my representative. My lawyer has not received medical email from New Delhi visa office till date. Just today I received GCMS notes and in the notes they have mentioned that they have send re-medical request on next day of my interview.

This are the points from GCMS note:

email sent to my lawyer's email ID

the due date was December 01 2016

Eligibility Passed. Couple are compatible in Age, Religion, Education. They look very comfortable together. FOSS Check, NAR Schedule a reviewed clean India PCC Criminality Passed. RPRF MEDs Outstanding, Requested.

My question is my wife is coming to Canada in TRV within a month.
- Can I do remedical eventhough I have not received the actual medical request email? I do have IME# will it still work?
- I want to cancel my representative because he made many mistakes and he doesent care about my application and he only care about his fees.

Please advise me.

Yes you can get remedical done without request lots of people have done that. After getting remedical. Send results through your mp because the due date was dec 1/2016. And let mp explain why due date was missed.
