That is not the case at all!! My MP told us the exact same thing and we are Feb 2015 applicants and had our interview in July 2015 and were approved right away and the MP said the same thing to me that your file is in queue for a final review and because there are a lot of people waiting at the same stage, it is taking longer and they have set a deadline for your file for January 10, 2017 and you should take an extra month from that and only after that they would do any further inquiries for me to the immigration office. But we received our PPR on Nov 29 just yesterday! Thank god! Please check your E-Cas status as it seems like they are touching the batch of files that are in queue for a final review right now and it is quite possible you hear from them today!! or by next week if your file is also waiting for a final review! Fingers Crossed!!!
Oh and also what worked in my case was when I had requested the GCMS notes, under application assignment in my last set of notes the due date was given as nov 30, 2016 and we got our PPR sent to us before that which is what I was sort of imagining but was unsure of given all the debatable stuff on the forum. So maybe check your last set of GCMS notes if you have a recent one for when you did your MP inquiry and check the application assignment section and the due date on that and hopefully you should hear something before that.
