All visa office is selected by the applicant's citizenship and not by the country they are in.

Not true,
If you are working in a X country with a residential status and your citizenship is of Y country
You can legally apply though the Canadian high commission in X country.

When i send additional proofs they scanned them and trashed it

Hey,

Are you certain since as far as I know all applications are based on the citizenship?

You are able to apply in your country of residence but I know there is a clause that you have to be in that country for 6 months (I think) before you can apply and also be there at the time you get your passport request.

Yes I send the PCC by courier. yeah it's in my notes too that they scanned and trashed. does that mean anything bad?
also did you send your additional proofs by courier as well?
