I applied for PR for my wife on Sep 14th 2014 through OUTLAND (spouse lives outside Canada). Is it possible to bring her to Canada though visitor visa while her PR application is in process.

Yes u can apply for visitor visa
But sorry to say chances of getting visitor visa is only 1 percent...
In 2013 and 2014 only 1 or 2 applicants got visitor visa...
Even i also applied for the same and it got rejected...
But be on a safer side u shuld give it a shot with lots of planning...
