May be, but as being in canada for years, I have seen people get their application done in 4 to 5 months and myself used to be involved in multiple immigration files so I know few immigration lawyer friends and they are usually give such information. It may have been changed right now but it was as I said back in couple of years. Last year they found big racket about fake marriage and stuff and most of them were indians, therefore they are giving such a hard time to current applicants. Sooner or later they will get back to as usual.
Remember, it is their utmost priority to bring sponserd spouses asap, thats what immigration minister said few months back when an uproar of fake marriages started to blown out of proportion by some opposition guys. So I dont think they are random but ya they are irregular right now..(files always been approved case to case basis but that doesnt mean a regular pattern is random)
