He also has a roommate at the US address that can check mails if needed

When he submits his visa in new delhi office, where do they send it back to?

Any idea on how to submit passport if he can come to Canada on visitor visa?
Or if i can get his passport to Canada with me?

If the passport is submitted at VFS, New Delhi, the passport shall be returned to VFS, New Delhi. At the time of submission of passport at VFS, you have a 2 options:
1. To collect the stamped passport from the same VFS in person. You shall receive an SMS on your mobile # when the passport is stamped and dispatched to the VFS.
2. You can pay a small fee and opt for courier service, the passport shall be couriered to your address.

If your spouse is in Canada :

1. The passport can be sent to Ottawa and it may take 2-3 weeks for the passport to be stamped and returned to you.

Can I bring his passport to Canada and send it to Ottawa and then bring it back to him or he has to be in Canada for that time?

if a person is on trv , thy can submit in ottawa , no need to return to india once stamped , can flag pole n do landing

if a person is in india n get ppr , he can submit in vfs , once stamped can collect it back from vfs .

You are not supposed to bring his passport to Canada. But if he provides you a letter of authorization, then you can bring it with you and you need to send the letter to Consulate of Canada or Canadian Embassy. VFS can courier the passport any where in India.

Yes, you can bring it with that letter of authorization. I would also suggest you to read "word of caution" in passport. It would give you a clear idea and you can also give a call to CIC call center.

I tried calling cic but it is all automated
I couldn't get to the option to speak to an agent

He should sent passport to Canadian embassy in the country he resides.
It is illegal for one person to carry another person's passport. If passport confiscated by police, it difficult to get it back.

I thought since we applied through the new delhi office, he has to send it to them and not to the embassy in USA

He has the option of coming to Canada and submitting here as well but if it is possible in USA, nothing better than that.

you can reach them at 1-888-242-2100 from Canada, try to call them early in the morning around 9ish.
