The article does not discuss all the reasons of rejection. "Meeting just a few days before the marriage" might be the starting point of suspicion for a VO, and might have found other things when started investigation.
As per Y - 2013 Spreadsheet about 5.5% people had an interview, and this is my understanding that cases are rejected only after an interview so odds are not bad.
On the other hand http://www.thestar.com/news/immigration/2013/04/29/marriage_fraud_canadian_immigration_officials_tread_thin_line.html says 16% cases got rejected worldwide which may mean that NDVO has lower rejection rate, or people who have fake cases (assuming majority refused cases are fake cases) do not care to come to sites like canadavisa.
