It means that they have opened your file and have started processing your application, and are looking at your documents since August.
Next response can take some time. You applied in January. So NDVO can take a few weeks to a few more months. It all depends on what mood they are in...as in if they feel like continuing yo work on your application or open another file I the meantime.

Hi,
You don't have to get a PCC if you are the sponsor. Only the applicant needs to do the medicals and get the PCC.

PCC is for the Principal applicant ( the person you are sponsoring) so you won't need one as the sponsor.
