I think PAFSO isn't totally wrong, They have to review the Conditions given by the Treasure Board since it's a Binding Arbitration which means that once they are in it, no matter what happen at the end they will have to accept it.

So imagine if there are some trap in the conditions given that will give full advantage to the government, PAFSO will be the loser in it, they don't trust the Govt, I'm sure once they agree on conditions, the Strike will be over.

Statement by the Professional Association of Foreign Service Officers: Government's Response to Offer of Binding Arbitration
[Ottawa – July 23, 2013] Shortly before today's noon deadline, PAFSO received a letter from the President of the Treasury Board responding to our offer of binding arbitration.
As he has stated publicly, Minister Clement has agreed to PAFSO's offer of binding arbitration subject to “certain conditions”. PAFSO is reviewing these conditions and will follow up directly with the Treasury Board. PAFSO will need to assure itself that any arbitration mechanism allows for a full and fair hearing of arguments on both sides – an objective we are sure the Government shares.
PAFSO appreciates the Government's attempt at finding a resolution to this dispute and remains hopeful that a responsible way forward can be agreed upon by both parties. Until agreement is reached, there will be no change in PAFSO's job action measures.
PAFSO will update our members, the general public, and the media once we have more information to share.

now only they know what exactly they mean by "AGREEMENT" !?!?!

Friends

Todays sequence of events indicates & suggests that this strike negotiation will not get over soon.

I am not being pessimistic here but it seems that between the two parties we are getting suffered with absolutely no fault of ours.
Be mentally prepared for worst possible scenario

We all can pray to God to give us strength in this tough times and sail us through to our loved ones ASAP
I dont think so. I had read on the forum people saying govt will not accept 3rd party arbitration because usually they are in favor of the Union..but today govt agreed on this...so anything can happen.I am pretty sure both govt and PAFSO are eager to end this...I am hoping from today this is going in positive direction.
Hope this ends soon! :)

Hopefully once the conditions are met, people will start going back to work. It could be only another day or so. let's just hope PAFSO agrees to the conditions and that the conditions treasury Board has offered are fair.

Also not to mention that the one of the conditions is not to discuss the negotiations publicly...
So we might not hear from them soon. But one day(hopefully within a week) we will see something that we came to an agreement and the STRIKE has ENDED! :D

Until conditions for arbitration resolved with Govt, no change in @PafsoApase's #dipstrike measures.

This is really upsetting.. How they just want to pull this matter. .
