Ok now here is the solution for you. When your Wife will receive the PPR, send them the FAX and also send NDVO a Letter explaining about the situation that your wife is working in USA. Don't forget to mention your wife's details along with the File/Application Number in the letter.
You can request them to send the second PPR in the end of the process. Similarly there was applicant (Indian Citizen) but working in UAE. So he got PPR second time and they called him to Visit NDVO in person and he got his PR Visa stamped in one day and he collected his PP next day.
The same way your wife can come to India (after her second PPR) and get her PR Visa Stamped. Never send her PP through Courier or through any other person. It is illegal and criminal offense.
Let me clear your another doubt. The second PPR will not delay the process. There is no connection of PP with the process. They just ask the PP and keep them in your file so that they can issue the PR immediately once the process is completed. That's it.

I applied to sponsor my wife as a PR and the visa office selected is New Delhi. She is Indian and is residing in USA for the past 6 months so I cannot select USA as visa office in the application as its less than one year in USA.
I got my SA yesterday and the file is transferred to New Delhi.
She is currently in USA on work (L1) Visa. I am expecting passport request in next 4 to 5 weeks.
Question:
When I get the passport request, can she send the passport to Delhi VO from USA or she has to find some one going to India and then mail it from there.
When the PR is approved and visa is stamped where will they send the passport to? is it residential address or mailing address.
In the application I gave residential address as USA and mailing address as India (where her parents stay).
