Six months application of all categories were pending Oct and Nov 2013 saw inflow of many applications, normal situation in office environment slowly turning up put enrolment getting delayed. See mine is delayed a lot. First stage clearance Sponsorship approval delayed a lot to many. Now the speed is good. We see efficiency by quantity performed but in Govt service it is on the No mistake is performance. Govt official commence the process presuming the proposal is wrong and go on eliminate wrongs then only says it is okay, may be considered not looking at the positive side. This is the reason in our Spousal visa marriage is to be proved, relationship is to be proved, genuine marriage is put to acid test then he takes a decision to waive the interview which means every applicant is to go for interview is their design.

Logic should be application recd date for sponsorship approval at CCI Canada and File transfer date at NDVO But there is no transparency in NDVO Hence application date is the base date in the forum. For your analysis you can consider both dates.
By September they should clear maximum files to show their overall performance is my gut feeling. So I feel there would be tremendous sanctions during July & Aug. You may get your visa in this flow if not by Sep.
