I agree with you that once a sponsor is approved in step 1, he is free to travel. But things get complicated if he travels after "in process". Sometimes NDVO makes it obvious sometimes not. All I am advising is prevention is better than cure. It is the canadian citizens who are subjected to stupid proof that they intend to return. I agree no one has to inform anything to CIC (other than withdrawing sponsorship petition, separation, divorce, change of address, or pregnancy) whether travel or losing one's jobs. Talk to CIC they would tell you there no rules as for how long a sponsor can stay out of Canada. Talk to 10 lawyers, you will get 11 opinions (11th opinion will cost extra).
