I dont think you can send it through VFS becoz:

This service is available for Indian, Nepalese & Bhutanese residents who wish to apply in the following categories.

Visitors
Students
Workers
Permanent Residents *(only those who need a travel document to return to Canada

You can send it through blue dart or similar courier service which will provide tracking number...so that you can track it..

My timelines are :
Category: Family Sponsorship / Spouse
Office: New Delhi
Application sent to Missisauga: February 4th 2013
Sponsorship Approval: March 11, 2013
File Transferred: March 25, 2013
Passport Requested: April 18, 2013
Passport sent to New Delhi: May 2nd, 2013
Status changed: Decision Made on June 28, 2013
Visa issued: Awaiting Passport

Well my case is straight forward. It was a love marriage so i had sufficient records like emails, pictures, skype records, phone records to prove our relationship. I had a travel history of 3 years working in Kuwait. I exited Kuwait for good in August 2011 and came back to India. I knew canadian PR process needs PCC of all countries you have lived in for over 6 months so I personally got my PCC done in Kuwait right before i left, dated July 2011. I told them i need for Canadian PR. We were supposed to get married end of 2011 but due to some reasons got married in Oct 2012. Although date wise PCC was not valid while submitting the Can PR application in Feb 2013, but it was my latest and last record as i dint travel to Kuwait after that. So i guess they accepted it.
Now waiting for the shiny visa stamp

Congradulations!! Wish you a great life ahead!! My application was filled on Feb 13'2013. So it means feb applications are being processed!! Great news yeppieeeeeeeeeeee!!!
