Oh, just to let you guys know about PCC. Due to the looooooooooooong wait time for Parents Sponsorship, I can verify that once they have PCC, they normally don't ask for PCC
My mothers FBI expired in Sept, 2013 and never asked for it. I gave them Indian PCC in July, 2012 voluntarily, they ask for another set in Jan 2013 - luckily Indian Consulate in Vancouver takes only 3 days for PCC so it was quick ( but let me tell you a story for the 2nd PCC ). Indian Embassies/Consulates abroad outsourced their application request to VFS ( yes, just like for the Canadian Version in India but now its BLN ) so back in March 2013, I applied for the 2nd set and I called consulate to rush it for me, they said they have done it and its sent to VFS, now VFS had their last few days so they were busy packing up - they said they didn't receive anything, I went back and forth in downtown twice and one part says its sent and other says they haven't received it whereas its not even mailed among them, a courier carries a bag in a span of 1 BLOCK.
I had 2 persons lined up to take my parents passport to India with that PCC, and both left due to the mailing issue, I was pissed and asked VFS to call consulate and confirm coz they have a stupid 6 week turnaround time so they don't consult them unless that time has passed ( very similar to our Canadian Sponsorship timeline , "don't ask before stipulated time"
Anyways, the guy at VFS obliged and called and consulate confirmed they sent my folks PCC a week ago
GUESS WHAT, it was right in front of him in the drawer but they didn't punch it correctly in the system. Off course they blamed the consulate for not providing the right number on the envelope, and I couldn't complain coz they were closing shop. Meanwhile I lost 2 people who were ready to take passport to India and I had to go myself
