This is also what I was confused about.. Though it is applicable on the applicants after 25th Oct, 2012, whether it will affect the processing time or not...
The condition is they have put in that the couple shall remain together for at least 2 years to make the conditional PR to unconditional and permanent.. But seeing their processing times it seems that they are themselves violating the condition by separating the couples for times enough to cause distress, by keeping the processing unchecked, prolonging it. The fraudulent ones will still get away and the normal ones are caught to the over vigilant check of the visa officers who have been given discretion that of a God... that they have the will to decide the future of the normal applicants in lieu of check over the fraudulent ones.
They need to balance and optimize their act.
Seeing the variety of errors and delays, it is hard to believe that our file is undergoing rightful processing. especially when PP has been received according to the tracking mail on Feb.13, 2013.
