If I may add, send an email to the MP as well. Most of the time if you give a call, the Admin Office will take your call and will of course decide if they want to act on it. Some are rather bookish.
What they told me last time was to wait a couple of months even after the 13th month since usually applicants get approvals around this time.

The CIC doesn't guarantee 13 months of processing, only that 80% of historical cases took 13 months to close and uses this as a benchmark for one to make follow-ups and expect a response.
 
I got it what you are trying to say , I am aware of it what you had just mentioned , but He can't sit completely ideal , there should be some reason with what the process haven't started , the GCMS status looks to me its like only 2-3 months has passed whereas its 10 months. But at least worth trying that is what I am trying to say .

Correct there will be some reason, we are assuming we are being told the whole story.

An MP will only become involved if there is political gain for the MP. With immigration high on the list of things that natives don't like, finding an MP who will support may be difficult.

I am not saying it's not worthwhile, but I would say there is something else in the mix

Issue is VO is not following timeline(No Progress).
I have done advanced medicals and advanced RPRF fee irrespective of VO request.

You have made the Upfront activities , You should wait as everybody is on the same stage.

Any guess on why RPRF and PPRs are coming in very slow for applicants who applied in or after Jan 2014? I observed similar trend for Jan and June 2013 applicants when i started to follow this forum and few other months from 2013...
