Only IELTS to CIO. Full application will go to local visa offices only. They have very less strength of visa officers at Nova Scotia and are planning to hire more. But since many applicants failed to provide proof of language ability at the right time so they have decided to make this norm more strict.Maaties said:It would be good if they do eligible for processing only at CIO. Yah indeed it is. As arranging PCC and IELTS was the reason for delay for many applicants and that is why they have introduced this clause now and definitely it will reduce a lot of time and backlog of people who have applied before 2008Maaties said:Check this out:

Rocky - it could mean that they will stop the eligibility check at the visa office (even though they haven't mentioned it). This might reduce time by a LOT.
Both IELTS and police certificates/clearances to the CIO as part of the application process. I presume the above means it is true for all documentation.

They weren't specific on what they would do with 1001. Maybe they will reject the application, maybe they will push the application to the next year. Either way, they are doing this to clear a backlog of old applications, but I have a feeling it is going to create a bigger backlog for them in the long run.strong said:hi
