I am interested too in this PN.
Regarding to your question:
"If you are submitting an EOI and do not have an arranged employment offer, you must have access to the appropriate amount of settlement funds."

Didn't find anything about any connections requested.

I was wondering how fast is this PN moving, as I am applying for Nova Scotia PN and as far as I know it is not recommended to apply for more PN at the time.

I find New Brunswick beautiful plus their program just came out. I'm thinking of applying here too once I get my ECA and IELTS results.

On the first page of EOI form, there is a question as why you think you are best for NB. All the options written there are of connection with province.

Also, there is a requirement in checklist to present documents which shows connection with the province.

If you have relatives there then you will have additional 5 points,
without having any connection to NB is OK.

Yes I believe from 1st onwards they are accepting applicants.

However; do you recommend applying for this without having any connections in NB. I have 67 points!

Yes you need original documents.

what about ECA and FEES, do we need to send ECA and pay fees on the first stage?

OR

just we need to fill up the EOI form and send to the provided email address?
