He was doing uber.. now uber is asking for gst and hst.. but with sin number (starting with 9) he can't apply .. is there any other way.. uber has hold his account.. anybody else doing uber.. please do share

No there is no other way. It is MANDATORY to register for a GST/HST number effective the day of his starting to drive for Uber. There is no threshold for being a small supplier.
Uber is asking for the GST/HST number because it is the law, ride sharing individuals must collect remit the tax
As well, file a T2125 at the time of this personal income tax filing
He will need the following information;
Estimate of how much he will be making from driving with Uber over a 12 month period, it is only a estimate, it does not have to be exact, if he does not have a estimate, once again no registration
How often does he want to file his GST/HST returns, monthly quarterly, annually
His SIN, it is mandatory to provide, No SIN, no registration
As mentioned, he contacts the TSO assigned to his region to register, if he calls the General Business Line, they will be unable to assist, due to being a non resident.
When he finishes driving for UBER, he must call to cancel this account,
Have a pen and paper handy, if the agent is able to assist, they will give him his RT number over the phone
He will get a confirmation of the registration sent to the address he provides to the agent
