Need urgent help!

It's my second time and I got an update in my cic acc on 2nd Sep that my application has been refused with a correspondence letter attached to it. But i haven't got any mail regarding dispatch of my passport or collection of passport when i track my application it says tracking id xxxxx is processing in New delhi. I am not able to understand what's going on

Study permit. I submitted on 17th August for jan intake through VFS from Nepal and linked my paper application. I got an update on 2nd sep i received correspondence letter online and there was update in my cic acc
saying that final decision has been made you donot meet eligibility where as there is nothing written on final decision.

Nope i didn't I thought that they rejected me on common ground of refusal so i reapplied without getting caips
