My blood relative lived in Manitoba about 10 years before but now they live in Britsh colombia.i want to know that can they still apply me as blood stream through Manitoba PNP because they had lived in Manitoba before ??

No. As they are not residing in Manitoba now & thus obviously they are not eligible to support anyone.

To support some one for family stream, one's relatives/sponsor are suppose to reside in Manitoba since last one year & they can't leave Manitoba until their relative's CIC process is over.
