There's at least one very good reason why CIC has this policy in place: Medical condition(s) that could cost taxpayers of Canada a lot of money (Excessive Demand).
For a Spousal Sponsorship application, which is what most people in this forum are here for, the only thing that would make an applicant medically inadmissible, would be something like [active] tuberculosis, or anything else that could be harmful to the public.
For other immigration streams, where people simply `include' their spouse of partner in their application, the medical threshold is much higher. This is why some people think they are `out smarting' CIC by not including the partner/spouse initially and hoping to sponsor them later, where their medical condition will not be an issue.
This does NOT work!
