do you mean "permanent resident " application?
or as a temporary resident? (student, visitor or worker)

As aTemporary resident:
If you wish to upgrade your studies, you can come as a student
Get your "acceptance letter" then apply with that (the app. takes like a month or less )

If you wish to come to canada to find a job you can come as a worker:
You need to find a job, and get a job offer. Apply from outside canada as a temporary foreign worker. (takes months, I dont know exactly(3+), but dont expect it to be fast)
Do not forget you need an LMO (which takes like a month + to get).

If you wish to come to canada as a tourist get a visitor visa.
Maybe you need an invitation from someone in canada to come, or not depends, sometimes they ask for that.

As a Permanent resident
See the list of Immigration clases in the CIC website :p

by residency I am going to assume you mean Medical. I would think your best idea would be to apply to schools in Canada and find out if you will be accepted into a program. They will ask you to have a certain level of English which you will need to obtain. Once you get a conditional acceptance into a Residency Program you can make arrangements to apply for the Study Permit and the Visa.

You should start by finding out which Residency Program you wish to attend and then speak to them about International Students and what sort of marks and qualifications are needed by them to accept you into their program. I have met several International Students from Libya, Turkey and UAE that are going to med school here in Canada.
