I started my job on 17 Oct 2016 worked 40 hours a week. So, I just want to know what is the best time to apply for my year.

As long as you have enough points, ideally 413+ and 1 year of full time employment of at least 30 hours per week. Having more hours per week does not count as more work experience. You still need 1 year of full time employment.
