OP needs to figure out her real motive.
She cannot come back to school with a work permit. And if she has a PGWP, she won't get another PGWP after this new school that's starting...
I am confused and it's hard to answer question if ppl do not tell the whole truth.

Cos I told her to tell the truth. And I don't know what CBSA will do if they know that she has a WP and is coming for school without a valid study permit.

What new rules? If you have PGWP and valid TRV then you can enter Canada.
