Need Help. I have created EE profile four times and still ineligible

My Primary NOC is 1211, I cannot change It to 1223 because I have only seven months of work experience in NOC 1223. Whereas I have 3.7 years of work experience in NOC 1211.

NOC 1211 is the best match to my job profile.

And you've already changed your primary noc to 1211?

Your age is within range, your funds meet the minimum, your work experience was in the last 10 years... No idea. Sorry.

Can I count part-time work toward the work experience requirement?
You can count part-time work toward the work experience requirement, as long as you were not a full-time student at the time.

However, you must have gained the equivalent amount of experience as someone who worked full-time for at least one year (1560 hours

You were studying full time during May 2011 to June 2012. Simultaneously, you were working full time. As per the above FAQ, this full time work experience cannot be counted towards your work.

The not being able to count full time work while being a full time student makes sense, but I thought that you could count part-time work experience gained while a full time student, as long as the study and work did not take place in Canada? I did this in my EE profile (was working part time while getting my Master's degree) and it was eligible.
