I was invited and applying in the IRCC account for express entry, but for Offer of Employment , my compay said I have an open work permit and I am not qualified for it. so they only generated experience reference letter. But in my application, it listed that I must upload it. Is this normal?? Why IRCC list it in my application document list as a necessary document?? Thank you very much for your help!

It is Ontario's Express Entry Human Capital Priorities stream. Did I make an mistake in my EE profile, therefore, it shows that I need to upload this file?

Oh, thank you ver much!! I found that in EE profil I filled I have a valid offer without LIMA, after answer NO for this item in the application system, my CRS score is the same, the new generated documents list doesn't need that documents. I can do this change right?
Yes you are right ideally OINP Human capital stream doesn't need an offer,
However, if the EOI from Ontario was received by virtue of the 50 points gained by showing as having an offer letter then IRCC might claim it is a misrepresentation. If the applicant is changing the offer letter to no now, doesn't he/she have the responsibility to inform OINP and get their clearance to still use the 600 PNP points? The reason is that with the 50 points that they claimed earlier, they have taken someone else's spot in the OINP EOIs.
I'm not trying to play spoilsport here, but I feel this act of changing the answer is not right.

I don't have extra 50 points added before. Change to no doesn't impact my total points and points are the same. In the inviting letter says that I can apply as long as my score is above the threshold of the draw score. My consult also said no need to generate the offer letter as i am using open work permit. With the answer yes, it seems more weird that I need to upload two unnecessary documents.
Yes right now the 600 points added by PNP will make the 50 points excluded anyway even if you say you have an offer now because you can have more than 600 in that section, Hence you won't see a change in points now by setting yes or no now, that is clear and I'm not even talking about it.
As I mentioned earlier when Ontario sent the EOI, if the offer letter question was answered as yes 50 points would have been added. Then it was why OINP chose to send you the EOI over someone else who might have got that spot had you not had the 50 points, now setting it to no is a change in employment circumstances. Of course, as I mentioned earlier both OINP and IRCC may choose to ignore and still give you the PNP or might choose otherwise, it is entirely up to them to decide.

Thank you. I understand you. I have already submiited the application. The point is that I have never been added 50 points as I am using open work permit without a LIMA. I hope they could consider it. As based on their IRCC official website, a valid offer should be closed work permit with LIMA.
