need clarity and assistance fast please

am applying on the fsw code 3212, sent my application in but it was returned explaining that i do not meet the requirement of regulation 10 of irpa and was asked to visit the noc site, have done that but could still not understand, i need help asap.

It means that your application was not complete.

What documents did you send along with your application? Which forms did you include?

make sure you noc is in the list of occupations currently accepted under the fsw program.also make sure the cap is not filled yet.
if none of the above apply to you then unfortunately you do not qualify to apply under fsw program at this time unless you can secure a job offer from an employer in canada which is very hard to do specially if you are abroad.

my noc is there pathology assistant 3212, with 6years experience, but don't understand what the irpa thing is all about, submitted my employment letter with a reference letter also but don't understand what the irpa regulation 10 is all about.

You will need to provide a detailed list of what forms you included and what supporting documentation. It would also be helpful if you posted your refusal letter (make sure you delete any personal information such as your name and any ID numbers).

If you're not comfortable sharing this information online - then you should consider hiring a lawyer as others have suggested.

Did you check whether job responsibilities and positions you held in your past & present employment
Match with the positions and responsibilities in NOC 2011?

Did you submit your JOB DESCRIPTION letter signed by your superior on company's letter head?

I have personally known cases where applications were returned for missing signatures, Lack of VO office being mentioned and such details...but they are important, apparently. Take each form and check methodically first. You might find some thing amiss. If all else fails, seek professional help to resend application, since the quota appears to be open. Wish you success with your endeavors.

Did you submit a degree certificate or diploma in medical lab science as apparently they require this degree in order to apply under this category!!
