Hello All, :)
I applied my Permanent Residency (CEC) on Feb 29,2020. i've got my progress percentage says 73% so far, although i haven't gave my biometrics yet due to service Canada is closed. My question is, will they process my PR application even though we didn't give our biometrics ?? or Will they only start processing right after biometrics and how long after biometrics? Thank in advance.. : )

are they still reviewing your eligibility?
Are they still checking your background?

Yes, both are in progress since the day i've applied (Medical passed). In fingerprint section -> "We have not received your fingerprints yet". That's why my question raised, will they only check eligibility and background right after biometrics??

I called up customer service the files are on hold till biometrics are done, they wanted to take money from everyone so they invited everyone, now since applicants cannot do anything they have placed them on hold and on mercy of these cust9mer care staff who have nothing to respond to

This is a question that can't have an answer.

I am guessing that will have processed as much as they can that doesn't require your fingerprints and they will resume afterwards. I would venture to guess that probably not right after since it's known that people are experiencing significant delays with their IRCC's applications.

Having said so, you should be preparing yourself to see your application go beyond the 1-year 1 1/2 years mark.

Hopefully it won't but even in normal circumstances this is fairly common, go guess what it'll be during the pandemic!

Very likely... IRCC and the government have announced they are prioritizing vulnerable people and Canadian's looking to return to Canada applications.

I don't think this is a money grab, I think it a matter of trying not to reduce their immigration targets despite the current situation.

Significant delays should surely be expected.

So what about those who are waiting for months and have to resubmit medicals, I am sure as service provider there needs to be some accountability, suddenly fees is doubled after years and explanation is no inflation build up for years. Is that not an indication that it’s just tactic to take money and than complete radio silence. Forget about covid normally also I see people on this forum waiting for application update since last year.

The previous fees had been left unchanged from about 19 years (I may be wrong, but it was well over a decade, can't remember if 2001 or 2007). Much of the resources allocated to processing IRCC applications were coming from tax-payers money which is not fair.

The fact that submitting a PR application is pricey is a bummer, yes, but I consider it to be fair game. I mean, at the end of the day people migrating to Canada are not forced (few exceptions) to do so and can opt not to apply and stay home if desired. It's only a matter of how much this is worth to you.

Yes, people who'll have to repeat their medicals and stuff like that due to this may be put in an unfair situation. But still, in many cases they just provide an extensions to medical for an additional year so that people won't have to re-do them.

And Yes, even before COVID applications can take more than twice, 3x or even 4x to be completed. That's why people should probably even consider different their plans to migrate to Canada or risk it!

There is no proof to that statement though.

What we know for now is that some March AoRs are getting background and eligibility passed, just waiting for the fingerprints.
People that were affected by the biometrics/COVID situation still didn't hit the 6-month mark, so everything right now is just speculation really.

They probably will extend your BOWP no problem if it comes to that.

It’s either way stay home if desired can also be quoted another way which means stop taking people if you can’t manage systems and resources appropriately. There are no favours been granted by extending immigration as country is bringing best of talent across globe who have taken up subsidized education and now they are planning to be part and contribute to this country. People with no medical history and criminal backgrounds, what best can you expect when you invite people. IRCC should also consider before extending invites to people whether they have people and staff who have capacity to handle pressure, which it seems they are not able to manage and handle pressure.
By doubling fees the systems and process is still going to be the same. Tax payers supporting immigration processing - that is not fair I agree.

My take on it is - be transparent and fair , 6 months becoming 7 months can still be considered reasonable but 1-2 years is not fair.

Yes an extension to BOWP is very likely since the purpose of it is having a WP until your applications is fully processed.

1 year or even 1.5 years is something fairly common even under normal circumstances. Of course it is impossible to anticipate or guess how long I'd take. It is reasonable to expect that even more people will see their applications delayed longer than usual.

My application was very simple and still took 10 months, long before COVID-19 hit.

Covid has been just an excuse IRCC process has been never been that transparent - the customer service is being trained so well not to answer anything in proper way. Webform requests are sometimes addressed in haste. People are sharing concerns on this page and just wonder this is before they have become residents,

I think they should simply say 1.5 or 2 years in process and than take own sweet time as they generally take at least applicants should not set high hopes and can focus on some other stuff.
