VO was Ottawa, received the COPR from Etobicoke, so they probably transferred after approval. It expired mid October :)

Some of us are waiting since oct-nov in the same situation. Application approved, no COPR. Hoping they get their stuff together and start sending the batches soon..

As far as I'm aware, they are sending the file after approval to the local visa office (in your case the etobicoke office) and the local office gives you the COPR. Welcome to the waiting team.

This looks like a template response to me. The kind they give to outland applicants. It might not really mean anything

I would wait a bit, you are still a month away. But in the worst-case scenario, you could apply for the BOWP, you would get implied status while waiting for your COPR, and as soon as you get PR you can just cancel the WP application and ask for a refund.
