Just got a mail from NDVO:
Dear Sir/Madam,

This is in response to your recent email enquiry to the Immigration Section of the High Commission of Canada in New Delhi.

Please note that decision on this application has been rendered and passport by registered post has been mailed out today ( 22 May 2013 ).

We trust that this information will be of assistance.

Timeline:

Application for OWP (spouse) sent on March 5 via Blue Dart directly to NDVO
Application received on 6th March by NDVO
No communication since (sent multiple emails)
The email regarding passport dispatch today.

I sent multiple emails on regular id as well as emergency email id. But same like you, no response.

One of my friends who applied on Jan-13 received work permit approval mail today.

I have applied for OWP-S on 24th January, 2013 and after that there is no communication. Now here in Canada my AINP is approved and I want to apply for Federal PR. But for police clearance certificate of my spouse I need passport which is with NDVO. I have also sent all documents and forms directly to NDVO without using any VFS office. I mailed them twice but since last two months I didn't even get reply for those mails.

If you can please provide me email-address (or e-mail which u have sent) and phone # it would be very helpful and most appreciated.

Your case is saem as mine, passport stcuk with NVDO and i am not able to submit PCC for my spouse. any way to get passport back for few days?

Guys,
The email id I was told was delhi.im.csu-usc @ international.gc.ca. But note that they specifically said its only for emergency cases where you may have waited for long and need passport urgently due to some emergency situation. Otherwise your emails will be ignored as well. You can use TIME SENITIVE /EMERGENCY etc and explain the reason in the subject line Fax worked the first time for me. Also, the phone number I called was 011-41782000 and got connected to the operator first. Hope this helps!

When you contected them, did you give the VFS ref number?
