Here are my answers to you:
1. BC will not give 2nd original copy to your hand (IDP will). So, if you decide not to give the original you have (I have given mine), request BC to forward another original copy to NBPNP through DHL. The address have PO number at last line but the mail address is OK for DHL and a real person will sign the receipt of delivery. Don't worry.
2. Banking concept is different within countries. certified cheque is north american concept. You don't need an LOE if you provide an FDD (foreign demand draft) to them. Only make sure your bank mention the recipient bank must be inside CANADA (mine was Bank of Nova Scotia).
I am assuring you, most of the people like us (IN UAE, INDIA, VIETNAM, CHINA etc.) have done FDD as method of payment.
3. YES. Must be in CAD.
4. Not needed.

I am very sorry for your case. But, it costs nothing to try out. I have submitted my EOI on July 21 without a connection nor joined the session. I got the ITA on August 8. I sent my complete application on August 26 and got AOR on August 31.
So, my advise for you is that just go ahead to follow the lastest guidance to submit your EOI.
There are also other chances for you in other provinces. Good luck to you !
