As far as I understand the Phillipines is the only country so far that is given priority in verbal invitations. You are right that such thing as verbal ITA is not mentioned on the website at all and when I attended the session in February no ITAs were given on the spot. But those who were registered for Phillipines sessions received confirmation e-mails and there was the information about verbal ITAs. But, who knows! People from the Philippines could be awarded some special treatment and the rest of the world not, LoL...
