My previous spouse sponsorship was refused. Applying again

I applied for my spouse sponsorship in 2018 and it was refused in 2019 because our marriage (all traditional events) were not completed. Even though we had our religious marriage done but the immigration wanted all events to be done to be considered as marriage according to the Canadian law. I went for appeal in 2020 and they told me to apply again as my marriage is now completed

Anyways, so now I'm applying for my husband sponsorship again.
Before, the case went to Toronto and now it will be sent to Sydney Nova Scotia. So I was wondering if I should write a letter to the case professing centre along with all the forms explaining about my previous spouse case which was refused to the marriage reason . Or should I not write a letter and they will know that I applied before and it was refused

Write a letter and inform them if you didn't declare this otherwise your risking a 5 year ban on your spouse application
