1. I have not heard of any plans to change the law. If they do, they do and there will not be much you can do about it. Can you move earlier than October? It is possible that you have to stay longer than 25 extra days because once you have been a PR for more than 5 years, your earliest days in Canada start to move outside the 5 year window. You can only count days in the past 5 years when you apply to renew. Days more than 5 years ago do not count.
2. I think it would happen individually. It is not uncommon for a family to live in Canada while the husband works overseas.
3. If they report him on entry, he would get the chance to appeal but if he is still working outside Canada and has left again by the time they call him for interview, he will have little chance to succeed. Do not sponsor him back until you meet the residency requirements yourself.
4. They look for the past 4 years so you must have 1095 days in Canada + when you apply for citizenship counting only in the past 4 years at the time you apply. If you apply in October 2015, they will look at October 2011 to October 2015.
