I'm pretty sure that depends on what her citizenship is.

According to CIC

"Visitor Visa Exemptions

Many people do not require a visa to visit Canada. These include:

persons lawfully admitted to the United States for permanent residence who are in possession of their alien registration card (Green card) or can provide other evidence of permanent residence;"

http://www.cic.gc.ca/english/visit/visas.asp

So if your mom has a US green card she does not require a visa to visit Canada, regardless of her nationality

They could still potentially deny entry, though, I believe.

If by "they" you mean Canadian immigration, they can deny anyone (with TRV or from TRV exempt countries) except Canadian citizens and valid PR holders.

No, she doesn't need any other documents to visit Canada. The green card does all the magic. My family does this every time they want to visit Canada as they are Green Card holders of the US and originally from a country that requires a visa to enter into Canada.

Just be sure to tell her to act and be smart when she is at the border to cross.
