My lawyer didn't pay the biometric fee together for a study visa

I applied for a study visa from outside of Canada on November 13th and haven't received the biometric instruction letter yet.

I'm just curious if there is a delay because my lawyer didn't ask me to pay the biometric fee together at the same time when I applied for a study visa.

You have to pay for biometric while applying visa otherwise they will not send you the instruction letter if you still didn’t pay for biometric you can ask your agent to do so.

I'm just curious how I wasn't asked to pay biometrics fee at the first place.

My consultant did it for me but I found it weird that I wasn't asked to pay Biometrics fee when submitting application.

because you will answer to the questionnaires and CIC will decide what documents and fees are required.

He applied for a study visa outland for me and the only way possible to be exempt from paying biometrics fee is only when you answer that you did biometrics before within 10 years.

I didn't give my biometrics before and I worry my consultant said yes by accident.
