MY friend is an indian, he got an ETA. Can he travel with ETA

I have got ETA on my email and it is showing your application for ETA is approved. It is showing validity of 5 years . I have Indian passport and when I checked in website it is showing ETA can not given to India. I have applied through Invictious International based in Chennai India. They are asking for RS 150000 as my ETA is approved for booking of tickets. They are saying that immigration department will approve my entry. I can do cash jobs in Canada through this ETA visa.
Pls guide .

As above it is a scam in that Indian passports holders cannot apply for an ETA which is for visa exempt passport holders only and simply allows a visa exempt to board a plane for Canada, it is not a visitor visa or temporary resident visa (TRV).

As for working in Canada working in any type of job whether cash or not without a work permit would be illegal. An ETA or a TRV are not work permits and do not allow anyone to work.

Even if you made it to the Canadian border, unlikely you would get that far with this scam, then apart from presenting a passport without a valid visa, any indication that you planned to work without a work permit you would be put on first plane back and likely subject to an exclusion order / ban for a period of time
