My cousin's study permit rejected. Any chance for visitor's visa?

Hi,

My cousin applied for a study permit in August 2012. She was rejected in October 2012 (main reason: her chosen field of study wouldn't be competitive when she'd return back to her home country). Now, a few months later, she intends to apply for a visitor's visa (with pure intentions: she just wants to visit relatives in Ottawa). What are the chances they'd consider granting her a temporary visa?

If she applies again make sure that she has strong ties to home. Healthy Bank account, a job to return to including a letter approving her leave from her boss, family ties, property ownership or lease agreements. Not being able to convince the VO that she will return home is probably the biggest hurdle to overcome. Good luck.
