Yes if it didn't go through "In Process" it means it didn't start yet. Once it starts it will change back to "In Process"

We have many examples that show there is no relationship between BG status in MyCIC and the actual background check. For example, Outland guys get PPR on the same day their BG goes to In Process. In fact, I think some inland applicants in this forum with current BG as Not Needed, received PPR immediately after their BG changed to In Process. Your BG should already in progress. Good luck.

Yes Maddy is correct ,
my BG went inprocess and at same time I got PPR email .... may be the gap will be few hrs between them
