OP should be focusing on applying for Express Entry - not responding to an application refusal that has no chance of being overturned.
Applicants have to meet the language criteria at the time they apply. The OP didn't and the refusal is justified. CIC won't reconsider the refused application.
Again, the OP should be focusing on applying for EE.

it sounds like, the VO is trying best to reject a case he/she doesn't like . So it is not difficult to find a reason to reject it, but not telling the real rejection reason.
we'd better check the the duties if have some obvious mistakes to lead this result.
I sent a detailed email to cic yesterday, but the mp's office told me usually they won't respond and the decision can't be over turned .... My fate , but cic is so cruel and there are no enough grounds for this rejection , it was unfair, they just said technically I fall in the A category not B and then rejected saying the IELTS was not enough, for one module I have only 5.5, is there a number I can call cic?pfse said:Agreed. I think it worth trying to consult with a lawyer if there is a place for appeal.
