My application after AOR got rejected because they said I haven't done ECA

Hello,
I would like to upgrade my ECA report. How do I do it?
There is an option when clicking upgrade. What should I choose between the two?
The 1st one is a bit confusing saying to include new credential???
Please give advice.

Got an letter from CIC, stating that my case is now transferred to a different department on Wed 3rd Feb. Any one has any idea on this? Or faced a similar situation before. Please share.
