These are my answers on your queries:
1. I think the checklist you are referring to is the checklist of docs to be submitted to Centralized Intake Office, Nova Scotia which is for Permanent Resident Visa Application. the details of what to upload for online application is clearly stated there. Just follow the instruction.
2. Docs to be uploaded for online application need not to be notarized. Just scan the original and upload.
3.NSO authenticated BC and MC is fine. No need to be authenticated by DFA.
4.As what our sponsor did when submitting SP2, they submit it directly to MPNP. For me, it's better to personally submit and don't forget to indicate the file number.
5.In answering settlement plan part 1, you can browse or surf the cic website so you can get other informations relating to what province you are applying to.
6.Settlement fund for principal applicant should not be less than CAD12000, so if you are applying as single entry, it is enough. IF you have accompanying dependants, add CAD2000 for each dependant.
