My CIC contact did inform me that they are trying to complete all in process applications by the end of the year, so good news to those who are still waiting and whose apps have been opened and started to process! Hopefully that is true for everyone

Two things. I am already in Winnipeg on a Study permit and I am currently waiting for my upfront Criminal Background Check Certificate. The moment I get that I will apply for CIC. Perhaps towards the end of this month.. God's willing..

If your application status is that your file is pending with the Indian Consulate at Toronto, you can write a mail to them stating that you want to visit India and if possible can they process your application ASAP. They normally do it. I and couple of my friend here in Winnipeg have done that. Also you can send your application without the PCC and send it later once you receive AOR.
