please help
i got a call yesterday about my friend who applied in oct 2013. officer said he is satisfied about the friendship but applicant's ielts scores are low.
its 5.5. he said for her occupation she needs 7 bands. i tried to convince her that she is going to school right now for better english. he said he doesn't really care about that its what is sitting on his desk right now also said he is not saying no but language is a concern. i know he was head of the department in mpnp. i wonder what would be the outcome. please advise

IS there any friend here can briefly let me know if we have a friend in Manitoba where we should start our application?what is the step by step procedure for this program?
Secondly, is it possible to apply for MPNP without having friend there while we are above 60points?
