All applicants should submit results of a recent IELTS test in order to demonstrate that they have the minimum language ability required for economic establishment.
Priority applicants, except those currently employed in Manitoba*, must have
IELTS 5 or higher.
Lower-skilled applicants must have at least
IELTS 4.
This new CIC requirement applies to everyone whose assessed occupation is NOC skill level C or D *including temporary foreign workers and International Student graduates currently employed in Manitoba. MORE †.
In General, ALL applicants who want to work in Manitoba should have at least IELTS 4, but most skilled occupations require a higher English language level.
To work you must be proficient in all language skills – speaking, reading, writing and listening. According to the Government of Canada, which has the final authority for economic class immigrants including provincial nominees, sufficient language for employment is generally at least IELTS 4. For CIC's requirement, your husband's IELTS score is enough since he is under NOC level C which only requires a score of 4. But for MPNP's requirement, it is quite confusing because he falls under the 2 categories, PRIORITY APPLICANT & LOWER-SKILLED APPLICANT (NOC Level C). The safe score he should have is 5 or above but since he is also under NOC Level C, they can also consider his score of 4.5. You may raise this concern to MPNP by giving them an email but on the second thought, maybe just wait for their final decision since your application is being processed. Let's hope that they will be considerate.
