hi,
once CIO forwarded ur application to a particular visa office..then u will request to transfer ur file to ur preferred Visa office the reply would be like this:
Dear Sir/Madam:
Please be advised that your file was transferred to the visa office in Abu Dhabi. As your file is no longer in our office, we are unable to comment on it or take action on it. Please direct your enquiries and additional information to that office.

ur next step is to email the VO who's responsible with ur application. u can try to send request for transfer. in my case CIO sent it to ADVO but i prefer Manila vO. i requested for transfer the ADVO replied:
Dear Sir/Madam,
This is in response to your request for file transfer to Manila.
Please confirm that you have permanently relocated to the Philippines and will not be returning to the Gulf region.
We trust that this information will be of assistance.

Dear applicant,
We have determined that your application for permanent residence should be processed at the visa office in Manila. We are in the process of transferring the file to Manila. It will take at least eight weeks for the transfer to be completed. You will be notified by the visa office in Manila when your file has been received. The file number will remain the same unless notified by the new office.
You should send all future correspondence to the visa office in Manila as no paper file record will be kept at our office in Abu Dhabi. Please wait for at least eight weeks before contacting the receiving visa office to allow time for your file to arrive there. In the event that you need to inform the visa office in Manila of your current mailing address, you should advise that office in writing that your file is in the process of being transferred and provide the full names, dates of birth and nationality of each person included in your application.
