Hi Leksal,
Sponsor must be living in the province but as i mentioned earlier that your application will be more favourable if your sponsor lives outside of Winnipeg. The capital city is Winnipeg but if you go say 25-30 km outside of Winnipeg it is considered as a regional area. Winnipeg itself is a very small city in comparison to other capital cities of Canada. I hope you got my point.

To claim extra 50 points sponsor need to be outside of Capital Region which includes 16 municipal communities as well. Refer below:

Secondly, it is very important that sponsor is already established in the destination someone is willing to move before submission of EOI, since the officer know that if sponsor has moved recently means it is unintentional for settlement and is only for the sake of 50 points.

You must have a very solid and substantial arguement if the sponsor moves to the area outside of Winnipeg after you lodge the EOI.
