Hello,
I know this question is bothering many PNP applicants, it still may be unclear to some people..
Let's assume applicant received PR 2015 (as PNP) for 5 years expiration time, moves to another Province ,
after having lived in other Province (other than PNP) for 4 years then (according to new rule) applies for citizenchip
and in case there is only 1 year left to renew PR card, being in another Province may PR card renewal be refused? - As a ground that person should be renewing PR Card in the same Province that nominated him/her..

Any thoughts or ideas?

Dude, there is nothing mentioned in official government web site that PNP nominated should work in the same province.
In PR Card renewal requirement it is also not mentioned anything..it just says person should live in Canada for 4 years..

Canada strictly observes the freedom of movement. if there are strong reasons to move then its not a problem at all.

Why is there speculation about movement restrictions about that topic? Based on what?

Some more information from the Opportunities Ontario website:

Can I change jobs or temporarily leave Canada after I submit my application?

Ontario Immigration Once you become a permanent resident, you can live and work anywhere in Canada. If you leave your current employer during either the nomination process or the permanent residence application process, your nomination and application can be denied by Opportunities Ontario. Prolonged absences from Ontario can also affect your eligibility for the program. You should keep Opportunities Ontario informed.
