Absolutely. To put it as nicely as one can, this constitutes immigration fraud. As soon as you decide on moving from the Province that nominated you, you are to inform CIC immediately. CIC would return your application to you and ask you to apply from the new province that you are moving to. If you decide on not informing CIC and moving out of the province anyway, you are taking a major risk by hiding important information about your application. In my case, CIC recently asked me to send them proof that shows that I am still residing in the nominating province and requested an employment letter from my organization (just to make sure I have not moved). This was asked of me in the very final stages of my PR processing and they granted me PR status within a month of me sending them the documents. If they find you committed fraud by leaving the nominating province, they will not only cancel your application but you are liable to be prosecuted as well. Trade very carefully.
Please keep in mind that I am not trying to scare you from moving. I just know this because I have been asked for proof from CIC myself, and I know issues like these cause problems to genuine PNP applicants who are trying to settle and make a living in their nominating province. You will need to measure the importance here -
1. Maintain residence in the nominating province at least until you get your PR Card
2. Notify CIC immediately that you are moving to a new province and start the immigration process all over again after meeting the new province criteria for PNP/any other stream.
